OVERVIEW
TIPP-DoS aims to streamline the well-being assessment for Pantawid Pamilyang Pilipino Program (4Ps) households by integrating technology and enhancing participant involvement. The current paper-based assessment using the Social Welfare and Development Indicator (SWDI) Tool results in high costs and inefficiencies, including excessive paper consumption, travel expenses, and data encoding. TIPP-DoS proposes a digital solution using mobile apps or offline tools to enable households to self-assess and monitor their well-being. This approach reduces costs by eliminating paper, minimizing staff travel and data encoding expenses, and empowering households to track their well-being actively. The system fosters sustainable participation and improves assessment efficiency by incorporating SWDI orientation into regular Family Development Sessions.
PRODUCTIVITY PROBLEM
Excessive use of paper: DSWD assesses Pantawid Pamilyang Pilipino Program (4Ps) households annually using the Social Welfare and Development Indicator Tool (SWDI) from year 1 to year 7 of their exposure to the program. For 2023, there are 121,897 households to be assessed for the Province of Nueva Ecija alone. We consume 731 reams of paper for the SWDI forms (3 pages per household), approximately amounting to P168,130 (P230 per ream) and P363,500 for P1.00 per page for printing. The total cost of SWDI forms is P531,630 per year for Nueva Ecija, with an average SWDI form per household of P3.00 per year.
Traveling expenses: For Nueva Ecija, 207 staff members were assigned to do the assessment, with a minimum of 15 households as a daily target. Each staff member has an average of 588 households to be interviewed per year. It takes 40 days for the staff to finish the interview. The average traveling expenses of staff is P400 daily. The total traveling expenses of 207 staff for 40 days is Ph3,312,000.
Encoding of data: A minimum of 30 households per day is encoded in the system through hired encoders with a daily rate of P460. The 121,897 SWDI Forms will be encoded for 40 days, requiring 101 encoders. The total salary to be paid is P1,858,400.00. Also, 101 units of computers/laptops are needed through computer shop rentals amounting to P15.00 per hour. The rental cost for 40 days (eight hours a day) is P484,800.

How might we improve the process of SWDI Assessment with the participation of the Pantawid households for easy, efficient monitoring of their level of well-being?
How might we equip the households with the tools and skills to monitor their well-being?
How might we efficiently conduct a SWDI Assessment with minimal cost for traveling expenses?
How might we shorten the time consumed by the staff in the conduct of SWDI assessment from 60 days to a minimum of 30 days?
How might we ensure a paperless SWDI Assessment?
How might we equip the households with knowledge and skills to take control of their well-being and ultimately lead to a happier and more fulfilling journey with the 4Ps?
PROPOSED SOLUTION
Develop a system that will combine technology and people’s participation in the assessment of the well-being of Pantawid households using the social welfare and development indicator tool.
This project will empower households to take charge of their well-being by providing them with the knowledge and tools to monitor and update it in an easy way efficiently.
Steps:
Adapt and use an existing app (like AppSheet or Google Form) to develop tools for an offline SWDI assessment.
Integrate SWDI Orientation in the regular monthly Family Development Session (FDS) to maximize the time spent by the staff and the household grantee. Also, avoid additional costs for the training.
Introduce households to technology tools and apps for tracking and updating their well-being using their cell phones. The Municipal/City Link may use the government-issued laptop for households that do not have cellphones for the said purpose.
Monitoring updates will be part of the Municipal /City Link activity in the FDS to confirm or verify the data entry.
Use the Municipal Link to generate the report.

TIPP-DoS aims to address the following:
Using 731 reams of paper amounts to Php168,130 per year for paperless use.
Cost of printing from P363,500 per year to zero.
The traveling expenses of 207 staff for 40 days, amounting to P3,312,000, will be reduced by at least 50%.
Cost for encoding from P2,343,200 to zero.
Unloading of staff deliverables from the 60 working days of doing the SWDI assessment for their physical and mental health.
