OVERVIEW
Insufficient resources and outdated infrastructure primarily drive Abuyog Community College’s productivity issues. The college struggles with inadequate classrooms, limited access to modern technology, and insufficient funding, leaving students unprepared for board exams and decreasing their chances of passing. The proposed solution, Project "LAMPARA" (Localized Asset-Use Maximization Project for Academic Resources Acceleration), aims to optimize local government unit (LGU) resources to enhance facilities and improve the learning environment. This project promotes using barangay multipurpose buildings for classes, saving on construction and student transportation expenses while fostering community engagement. By redirecting saved resources towards technology and connectivity improvements, Project LAMPARA seeks to create a more efficient and conducive learning atmosphere, ultimately boosting student performance and licensure exam success rates.
PRODUCTIVITY PROBLEM
Abuyog Community College faces significant challenges, primarily stemming from insufficient resources. The lack of a conducive study environment arises from limited facilities and competing funding demands. Inadequate classrooms hinder student mobility and participation, while outdated technology impedes modern teaching methods and technical skill acquisition. The local government unit, as a key stakeholder, faces numerous pressing concerns, leaving education under-resourced leading to compromised learning experiences. This results in ill-prepared students for board tests, causing heightened stress and reduced passing rates. To bridge this gap, a determined effort and political will are needed from the LGU to prioritize and allocate adequate financial resources. This could involve optimizing existing LGU assets. Enhancing facilities and providing access to technology and learning materials will empower students for more effective learning and board test preparation. Ultimately, this investment will improve academic achievements and higher passing rates at Abuyog Community College.

How might we enhance the learning materials, references, and assessment tools to improve student performance in licensure examinations?
PROPOSED SOLUTION
The 2005 International Workshop on Emerging Technologies highlighted the potential of technology for an improved way of life through quality education, efficient government services, and enhanced livelihoods. This underscores the need for a curriculum aligned with the ICT revolution, utilizing technology as a pivotal tool in creating a conducive learning environment in education. Many Philippine higher education institutions are transitioning to SMART CAMPUSES, employing innovative technology for better educational outcomes.
However, smaller colleges like Abuyog Community College face challenges establishing a robust IT infrastructure, mainly due to financial constraints in providing fiber-optic connectivity. Recognizing this reality, Project LAMPARA is proposed. LAMPARA, or 'Localized Asset-Use Maximization Project for Academic Resources Acceleration,' is a solution that holds great potential. It aims to utilize all available LGU resources to enhance the college's facilities. This includes implementing digital Asset Audit and Inventory Management for optimized resource utilization.
The project employs a data-driven algorithm to allocate LGU and community resources based on specific needs and curriculum requirements. By creating a 'shared resource pool' within the community, Project LAMPARA promotes community engagement and trust-building, reduces waste in operations, and shared responsibility in education. Like a LAMPARA or a lamp, this collaborative approach will illuminate the journey to a more meaningful learning experience in a student's life, making everyone involved feel included and part of the solution.
BENEFITS / PRODUCTIVITY GAINS
By implementing this productivity solution, LGU can save investment in additional buildings and classroom expansion. Utilizing multipurpose buildings of barangays located in the Poblacion Area as classrooms - 9 barangay multipurpose buildings at P10-M each is probably P90-M savings. Conducting classes by locality in the multipurpose buildings can save transport expenses of students, say 40 students per multipurpose building multiplied by P50/day times nine buildings is P18,000/day savings in transport expenses of students or P7.752-M annual savings by students on transport cost. Since it is near students residing in the locality, savings on food "baon" will also be attained. Say P10/student/day or P79,200 per month, which can be realigned to improve connectivity and the purchase of SMART phones for digital learning.
