OVERVIEW

This initiative addresses the low enrolment of Indigenous Peoples (IPs) in the National Health Insurance Program (PhilHealth) due to their lack of civil registration documents. Current PhilHealth policy requires birth and marriage certificates for membership and dependents, creating barriers for IPs. The proposed solution is to exempt IPs from submitting these documents by using a certified master list from the NCIP and accepting alternative certifications. The synergy between government agencies (e.g., NCIP, PSA, DSWD, LGUs) will enable auto-registration and community outreach programs to improve civil registration. This streamlined approach will increase enrolment, improve health outcomes, and enhance IP participation in social protection programs while reducing processing time and administrative costs.

PRODUCTIVITY PROBLEM

Members of Indigenous Cultural Communities (Indigenous People or IPs) do not have civil registration, much less the civil registration documents as a reference for inclusion in government social protection programs, including coverage in the National Health Insurance Program (PhilHealth). Meanwhile, the standing policy of the state insurance program requires the submission of a birth certificate for the principal member applicant and the attachment of supporting documents for the declaration of dependents (marriage certificate for spouse and birth certificate for children). The enrolment rate for IPs for PhilHealth coverage is extremely low.

CHALLENGE STATEMENT

How might we ease up on the documentary requirements for the PhilHealth registration of IPs for a higher coverage rate?

PROPOSED SOLUTIONS

Exemption of IPs in submitting documentary attachments in PhilHealth membership registration with a corporate policy issuance.
Mass registration of IPs via a certified master list from the NCIP as a reference; there is no need for individual forms and attachments.
Instead of civil registry documents, PhilHealth is to consider as valid attachment a) barangay certification (birth & marriage), b) Certificate of confirmation (ICC COC Form), or
Database sharing from NCIP, PSA, LGU-LCR, DSWD, DILG, and DOH of IPs for auto-registration to PhilHealth;
LGU to conduct Kasalang Bayan (KB) and Binyagang Bayan (BB) in ICCs for IPs to generate civil registration/records ;
LGU-LCR to conduct civil registration (registration on-wheels) once per semester/year in ICCs;
LGU to exempt fees for civil registration and copy issuances;
Joint community visit of LGU, DSWD, PSA, Comelec, DOH, DILG, NCIP, and PhilHealth in ICCs for civil registry, demographics, and registration of IPs to PhilHealth, Comelec, OSCA, 4Ps, National ID, and applicable social protection programs of the government;
Legislate by RA a Magna Carta for IPs to cover/ encompass all of the above and other benefits/privileges
