The traffic situation in the Philippines is a big problem, particularly in major cities such as Manila, Cebu, and Davao. Road congestion is a significant problem for all commuters traveling to and from work. A study by the insurance technology site, Go-Shorty, showed that Filipinos lose approximately 98 productive hours per year due to the worst traffic situations in the country. That is almost equivalent to 12 full days of practical work, which can be translated into billions of pesos of losses in opportunities daily. While the Philippine government has approved flexible work arrangements, most government jobs still require face-to-face transactions and on-site reporting. This alarming situation makes the Filipino workforce vulnerable to wasting their productive time in heavy traffic.
"To mitigate [the] losses [from traffic], government agencies can implement "Work from Transit" working arrangements. This will give the employees the option to make their travel time productive by performing applicable office tasks while on transit, which is to be charged on regular working hours, off-setting or vacation leave credits."
Jonathan Fajarda, Calamba Water District
Fajarda supported this productivity improvement idea and shared that to mitigate losses, government agencies can implement "Work from Transit" working arrangements. This arrangement will allow the employees to make their travel time productive by performing applicable office tasks while in transit. Moreover, tasks performed in transit will be counted as regular working hours and can be used and converted to off-setting and vacation leave credits.
The Civil Service Commission has approved Resolution No. 2200209, dated May 18th, 2022, regarding the "Policies on Flexible Work Arrangement in Government," but this does not cover the idea of allowing the performance of office tasks while in transit, but instead allowing the performance of work generally on a fixed place. By implementing the work-from-transit arrangement, government agencies can now convert their losses of commute time into productive working hours. Government employees can boost their morale and enhance their welfare by allowing them to accomplish tasks more efficiently, even in transit and outside the premises of their office space.
