OVERVIEW
The e-Inspection initiative seeks to streamline and expedite the zoning inspection process by digitizing operations and addressing delays caused by limited transportation and manual reporting. Currently, only eight zoning applications can be processed daily, well below the target of 40, due to the logistical bottleneck of five inspectors sharing one vehicle. The proposed solution involves equipping inspectors with mobile tablets and implementing a digital system to instantly update zoning compliance status and document missing requirements on-site. This system would improve coordination, allow for real-time updates, and eliminate the need for inspectors to return to the office, significantly increasing the number of daily inspections and accelerating the release of zoning certificates.
PRODUCTIVITY PROBLEM
Every day of the week, only five zoning inspectors utilize only one vehicle. Because of this, there is a delay in the inspection and validation of zoning applications. (Since the actual count is eight trips a day, it could only accommodate eight applicants per day. The division's target is to inspect at least 40 applicants daily to be checked by five zoning inspectors.)
CHALLENGE STATEMENT
How might we accommodate scheduled inspections of zoning applicants for the timely release of zoning certificates?
PROPOSED SOLUTION
Develop a digital system by utilizing mobile tablets to fast-track the zoning inspection using viable programs/codes to easily enlist all lacking requirements or, if the inspection is completed, compliant with all requirements. This could greatly help in:
a. the fast track of houses that are compliant or non-compliant with zoning requirements;
b. developing a more centralized database and communication between point persons to easily determine problems or completion of the application;
c. achieving more houses to be inspected in a day and easily updating the status of zoning requirements without the hassle of returning to the office to submit a report.
BENEFITS / PRODUCTIVITY GAINS
Implementing the e-inspection system can greatly increase the number of zoning applicants to be inspected. If properly planned and implemented, the minimum target of 40 applicants could be reached, assuming that eight trips a day can be made with the proper designation of the zoning inspectors to the barangays.
On its longevity, other divisions can also adopt the solution for hassle-free transactions and have a centralized database for all the documents submitted in a specific office.
